What I need is essentially resources for multiple locations where one location can not see another locations resources how each employee at each location can see their locations resources and can schedule only those.

Imagine a group of franchises and these franchises all have different types and numbers facilities.  I want only those employees working at each specific franchise location to be able to see, reserve and generally manage their own resources without even being aware that other locations or resources exist.

The locations are stored as bigint in a mysql table.

Where can I find a developer to implement this and what would be the cost?

I need this for an equipment scheduling service at our university.  I will be hacking on this for awhile in between other jobs.  When ready, I will send it gratis as an appreciation for the very useful product.

Our resource poor school has the need to have media equipment delivered to various (several hundred) locations on campus.  There is a short list of equipment and accessories.

The "one shot" form at http://library.csu.edu has served for many years despite being created for a one-semester need before buying the needed scheduling packages.  Personalities and argument intervened, and the simpleminded form has gone on being used daily.  If you visit it you will see that locations are one of the major data items.  IE, "this device is needed in this place at this time for Dr. Who to use for ..."

A venue table keyed resource table, with appropriate field, edits, and report forms should not be too onerous.  This code has been really easy to follow so far.
