How to create other user(except admin)

Sir,
I'm a coder and now working on your open source time scheduling. I have some questions regarding this project. I've downloaded your project, and it working perfectly on the localhost. But my problem is

• How I can create a normal user with restricted permission?
• How to work on the control panel, as because I am not getting the add schedule, manage schedule. and etc.

So you are requested to please send me the necessary steps as soon as possible to make run this schedule open source perfectly.

Users can register themselves or an admin can create one off of the Manage Users tool.  Control panel files are located in ctrlpnl.php, templates/cpanel.template.php and an array of lib/db/ files.
