I am looking for a way to assign a user as an admin for a resource but not as a global admin. This would be a one to many relationship. one admin to one or more resources. Any guidance would be most helpful. Thanks

If this is a 1 to 1 relationship, you'd just need to create that association table, provide a way to manage that association (web form or directly to the db), then just change the management and approval pages to validate against the association.
It sounds like a pretty large change. I'd be interested to hear how it works out.
