resource level approval

At our institution, we have different administrators/schedulers for groups of resources (e.g. a classroom administrator controls/approves scheduling for all classroom assets; a conference room administrator approves all conference room administration).

It would be good to have an option whereby a group administrator could UNIQUELY approve or disapprove requests for a resources. Perhaps this could be done by being able to create a relationship between resources and groups?

[asside: any way to officially disapprove and indicate that to the user other than deleting the scheduled item?]

I searched for an alternative use solution for this issue but couldn't find anything on the forums. If anyone has a suggestion to handle this with current functionality, I would welcome it.
