use schedule.php interface/template to make Reservation Blackouts

I think the schedule.php interface is better to add Blackouts Times than the manage_blackouts.php one.

schedule.php interface is more "visual" and intuitive. Also, you can use "Repeat" on schedule.php, but not on manage_blackouts.php

Maybe you can add "Create new blackout time" on the schedule.php Page (only for Admins)

It's just a suggestion.
