Adding a price list page

Ok, not exactly a modification request, but I didn't know where to put this, so...

How should I go with creating a manageable price list page? I don't need anything complicated. It needs 5 fields: type, duration, from, until and price. There should be a menu item to access it.
The administrator should also be able to delete and add price lists.

If no one can do this, or if its not that easy to do, please point me to the right direction on how can I achieve this?

No price functionality currently exists. This would have to be written.
