If I'm logged in as an administrator I have an option under Responsibilites called just Reservations. Here I can create a CSV with all the reservations which include the custom attributes. Can I make this page available to everyone without giving them application admin rights? If yes, how?

I have the same issue, can the reservations management page (with all its functions) be available also to non application administrators? Currently only the application administrator can use the reservation management so as to be able to export to csv the reservations for a day.

Change line 173 in "tpl/globalheader.tpl"  from "{if $CanViewReports}" to "{if true}"

I made the change but no effect! The change indicated is associated with the reports page, here we are talking of the report created from the reservation filter.

For any change to a TPL file to take affect you have to clear your TPL cache (tpl_c). In reports you can create the same report you want and export to CSV which seems to be what most are looking to do. The "reservations management" menu item will not work under a regular user even if you move it as a menu item since you need administrative rights to access that page which would let anyone change any reservation even delete it.

If reports does not give you what you want I can't see any other easy way other than giving admin rights.

Group, Resource and Schedule administrators can all manage reservations under their ownership scope.

They can. The title is Resource Reservations under Responsibilities.
