Error in announcements

Hi to all

Installation environment: Windows Vista Ultimate on Dell XPS M1330 laptop, PHP: version 5.2.17 (working fine ), Apache Version: Apache/2.2.21 (Win32) PHP/5.2.17 (Hostname:Port 127.0.0.1:0 ): MySQL: Client API version 5.0.51a

Everything is fine except one issue. i, as an admin, not able to post announcements when the page is loaded, i see an error, which is pasted below

i have tried my best to find the syntax like error but failed to do so. i have checked all files that have announcement word in it not no success.

By the way i am using version 2.0.1.
